
Rear Admiral Mohammad Maksud Alam, BSP, NUP, BCGM, BCGMS, ndc, psc joined in Bangladesh Navy as an officer cadet on 01 January 1990 and commissioned in Engineering Branch on 01 July 1992. He was graduated from Bangladesh University of Engineering and Technology (BUET) in Mechanical Engineering. Later on he obtained Master in Governance Studies from Dhaka University, Master in Defense Studies from National University and Master in Security and Development from Bangladesh University of Professionals (BUP). In 1998 he completed Combat Engineering Course from Marine Corps Engineering School, North Carolina, USA and later on he completed specialization course from German Naval Engineering School during 2003- 2004. He completed Staff Course from Defence Services Command and Staff College, Mirpur and again from Naval Command College of China in 2010. He has done NDC from National Defense College, Mirpur. Rear Admiral Maksud is a life fellow of Institute of Engineers Bangladesh. He served in almost all types of ships, bases and dockyard/ shipyards of Bangladesh Navy and Coast Guard. He was the project engineer of two refurbished Frigates in China and also the Malaysian Built 1stCoast Guard Ship BCGS RUPOSHI BANGLA. He was the head of Technical Team appointed by the Govt for Fishery Research Vessel ‘MINSONDHANI’. In a span of more than eight years, he served as Staff Officer, Deputy Director and Director at Coast Guard. He also served as the Deputy Director and Director of Naval Engineering at NHQ and Staff Officer at Naval Plans. He was the Principal of Sylhet Cadet College and Managing Director of Chittagong Dry Dock Limited. As an author, he has a number of professional publications and policy documents of BN, BCG and Department of Shipping in his credential. He was also the National Focal Point for IMO Green Voyage 2050. While serving as the Director General of Department of Shipping the new Drafts of Merchant Shipping Act, Inland Shipping Act, National Maritime Policy were prepared under his direct supervision and guidance. Besides, he was also instrumental for preparing various policies regarding transportation of EXIM Cargos with light vessels and formulation of authority for transportation of Dangerous Goods. He was the whistle blower and torch bearer of upcoming‘’ Maritime Single Window of Bangladesh”, which will integrate five organizations including port and customs. In the international arena, several times he led the Bangladesh delegation to the IMO general assembly at London. In recognition to his contribution for BN, Rear Admiral Maksud was awarded with ‘Nou Utkorsho Podok’ (NUP) and ‘Bishisto Seba Podok’ (BSP). For his operational and developmental contribution to Bangladesh Coast Guard he received ‘Bangladesh Coast Guard Medal’ (BCGM) and ‘Bangladesh Coast Guard Medal Seba’ (BCGMS) respectively. He also received ‘Jatio Suddhachar Kousal’ award from the Government. On 14th May 2025, he was promoted to Rear Admiral. Rear Admiral Maksud was served in Navy Training and Doctrine Command (NATDOC) as Commandant. At present, he is serving as the Managing Director of Khulna Shipyard Limited. He is happily married and blessed with one son and two daughters. He visited more than 30 countries including USA, Germany, Switzerland, Italy, Belgium, China, Sudan, Malaysia and many more.
